Why do we use?

Creeping Bullseye + Merciless Gunfight? -- Mandatory crit / punch through. Creeping bullseye is used for its bonus crit / cheaper cost over PPG and its fire rate reduction. Without negatives, Lethal Torrent exceeds the semi fire rate cap of 10 and the excess gets wasted.
